PACT
The PACT Preservation Program, a collaboration between HDC and NYCHA, leverages HDC funds and bond financing (taxable/tax-exempt) to rehabilitate and preserve NYCHA’s public housing stock. These public housing properties are converted from the Section 9 program to Project-Based Section 8 contracts.
